His remarks followed the invitation and interrogation of Gbajabiamila by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on Monday in connection with the controversy.
According to the lawyer, the investigation has uncovered allegations that office accommodation was allocated to the purported agency, a bank account was opened in its name, and an individual allegedly operated as its director while funds were reportedly disbursed to some persons.
He identified Adeyemi Adeniyi, described as the alleged fake director, as the principal suspect who is already in police custody; Okpara, however, argued that other key officials mentioned in the investigation should also be arrested rather than merely invited for questioning.
He maintained that neither Gbajabiamila nor the Accountant-General and the Head of Service enjoys constitutional immunity, stressing that the law should apply equally to all persons regardless of their position in government.
Okpara urged investigators to ensure transparency and fairness in handling the case, saying equal treatment before the law is essential to maintaining public confidence in the anti-corruption process.
