According to a report by Al Jazeera on July 19, 2026, Mehran Kamrava, a professor at Georgetown University in Qatar, said Iran’s recent military actions suggest its forces are attempting to follow a principle of proportionality by striking facilities comparable to those targeted by the United States inside Iran. He said the pattern indicates Tehran is seeking to match Washington’s actions rather than significantly expand the scope of the conflict.
Kamrava, however, cautioned that such a strategy could expose Iran to serious long-term consequences despite its apparent effort to keep its response measured.
