According to a report by The Kyiv Independent on Wednesday, April 29, 2026, Ukrainian authorities have announced the dismantling of an alleged illegal arms trafficking network accused of supplying weapons to a number of pro-Russian public figures and political allies, including American actor Steven Seagal.
In a statement released on April 28, the National Police of Ukraine said the network sourced weapons from territories under Russian occupation as well as through illicit imports routed via Slovakia. Authorities allege that some of the weapons were later distributed as symbolic “prizes” by Denis Pushilin, the Moscow-backed leader in occupied Donetsk.
According to investigators, recipients of these weapons included a range of prominent individuals aligned with Russia. Among those named were North Korean leader Kim Jong-un, Syrian President Bashar al-Assad, former Russian president Dmitry Medvedev, Moscow mayor Sergey Sobyanin, and Russian Foreign Minister Sergey Lavrov.
Others listed include Chechen leader Ramzan Kadyrov, singer Yulia Chicherina, media personality Vladimir Solovyov, politician Alexander Sidyakin, and Vladimir Saldo.
The investigation, launched in January, uncovered what authorities described as a coordinated criminal enterprise involved in smuggling, modifying, and distributing weapons across borders between Russian-occupied regions of Ukraine and parts of Europe.
Law enforcement officials said several suspects were apprehended in joint operations with Polish authorities along the border, with formal indictments already submitted to a court in Poland. Additional raids conducted in April across Kyiv, Zakarpattia, and Sumy regions further exposed the scale of the operation.
During the raids, investigators reportedly seized dozens of firearms, significant quantities of ammunition, and various documents and technical equipment believed to have been used to facilitate the trafficking network.
Authorities also highlighted the case of Seagal, who rose to prominence in Hollywood during the 1980s and 1990s but has since developed close ties with Vladimir Putin and acquired Russian citizenship. He has been an outspoken supporter of Moscow’s actions in Ukraine and has visited Russian-controlled territories during the ongoing conflict.
