According to a report by Kyiv Post on Thursday, June 4, 2026, Russian forces are capable of launching up to 100 ballistic missiles against Ukraine every month while still maintaining stable stockpiles, according to an assessment by Ukraine’s military intelligence agency, HUR.

The assessment, provided in response to a request by Ukrainska Pravda and published on Thursday, said Russia’s defence-industrial complex is on track to sustain large-scale missile production despite ongoing Western sanctions.

According to HUR, Russia plans to manufacture about 700 9M723 ballistic missiles for the Iskander tactical missile system in 2026, a figure consistent with production levels recorded in the previous year. The agency added that current output stands at approximately 55 to 60 Iskander missiles per month.

Based on these production rates, Ukrainian intelligence concluded that Russia can continue deploying up to 100 ballistic missiles monthly against targets in Ukraine while still preserving operational reserves.

The report highlights that Moscow is steadily increasing its missile production capacity, even as international restrictions target its access to advanced components and technologies used in weapons manufacturing.

HUR also reported a significant rise in production of RM-48U missiles, which are used in S-300PM and S-400 air defence systems but are increasingly being repurposed for ground strikes against Ukrainian territory. Russia is expected to produce more than 480 of these missiles in 2026, compared to just over 200 in 2025, with current production estimated at up to 50 units per month.

In addition, the intelligence agency said Russia plans to produce up to 60 Kinzhal hypersonic air-launched ballistic missiles within the year, underscoring what it described as a continued expansion of long-range strike capabilities.

The findings suggest that despite sustained Western sanctions and efforts to limit access to critical technology, Russia is maintaining and scaling up its missile production infrastructure.

Ukrainian officials have repeatedly warned that ballistic missiles remain one of the most serious threats facing the country, particularly as Russia continues to carry out large-scale aerial attacks on critical infrastructure and urban areas.

Speaking at a NATO–Ukraine Council meeting in Kyiv this week, Ukrainian President Volodymyr Zelenskyy said Russia is now capable of producing around 120 ballistic missiles per month, arguing that this capacity enables Moscow to sustain repeated mass-strike campaigns.

Zelenskyy noted that Ukraine continues to strengthen its own long-range strike capabilities, but stressed that Russian missile production remains a key strategic challenge in the ongoing war.

He also highlighted delays in the delivery of critical Western air defence systems, particularly Patriot PAC-3 missiles, noting that global demand and competing security crises have affected supply timelines. According to him, while agreements have been reached with US defence manufacturers for additional systems, some deliveries may not begin until 2030.

The Ukrainian leader added that although cooperation with the United States continues, shifting global priorities have influenced the pace of support, stating that other international conflicts are currently receiving greater attention.

Despite these constraints, Ukrainian officials say domestic weapons production and allied support remain central to maintaining battlefield resilience as the war continues.
