In an interview on Arise Tv, on Friday, June 10, 2026, Chidi Odinkalu, a human rights lawyer and former head of Nigeria’s National Human Rights Commission, is worried that implementing the state police program so close to the next general elections would lead to major political problems.
While there is widespread support for decentralising police, Odinkalu said in an interview that it must not happen during a busy election season. The interview took place after the Arise News National Town Hall on State Police and National Security in Abuja.
He maintained that the issue is not whether Nigeria should establish state police but when and under what safeguards it should be implemented. To avoid the appearance of using the new policing organization for political gain, Odinkalu urged that all politicians who are in favour of the initiative should promise to delay its implementation until after the elections. It should not even be debatable, he emphasised, to deploy state police during an election campaign.
The constitutional lawyer went on to say that the current talks are more concerned with safety than with enforcing justice and the rule of law.
He maintained that the Nigerian justice system, particularly the relationship between the police and the ministry of justice, needed serious overhaul before any police reform could be considered worthwhile.
Odinkalu went on to wonder why the public does not have access to the specifics of the proposed law creating the state police, arguing that Nigerians cannot have an educated discussion on the matter without them.
